SSA Organizational Manual: Chapter S8 - The Office of the Inspector General

  1. Mission
    1. The Office of the Inspector General (OIG) is directly responsible for meeting the statutory mission of promoting economy, efficiency and effectiveness in the administration of Social Security Administration (SSA) programs and operations and to prevent and detect fraud, waste, abuse, and mismanagement in such programs and operations. To accomplish this mission, the OIG directs, conducts and supervises a comprehensive program of audits, evaluations and investigations, relating to SSA's programs and operations. OIG also searches for and reports systemic weaknesses in SSA programs and operations, and makes recommendations for needed improvements and corrective actions.

  3. Functions
    1. The Inspector General (S8) is directly responsible to the Commissioner for carrying out the OIG mission and providing general supervision to the major components of OIG.
    2. The Deputy Inspector General (S8) assists the Inspector General in carrying out his/her responsibilities and performs other duties as the Inspector General may prescribe.
    3. C. The Immediate Office of the Inspector General (IOIG) (S8A) contains a Front Office that provides the Inspector General and Deputy Inspector General with staff assistance on the full range of their responsibilities. The IOIG sponsors the Organizational Health Committee (OHC), which serves as an agent of positive change by discussing, evaluating, and presenting to senior management employee issues and proposed solutions that affect the operations, administration, and efficiency of OIG. The IOIG also directs reviews and takes action to ensure the adequacy of OIG internal controls in accordance with the Federal Managers’ Financial Integrity Act. The team provides advisement, guidance, and support on key mission critical issues, initiatives, and OIG functions directly to the Inspector General.
    4. The Office of Investigations (OI) (S8B) conducts and coordinates investigative activity related to fraud, waste, abuse, and mismanagement in SSA programs and operations including wrongdoing by individuals such as applicants, grantees, or contractors perpetrating criminal activity against SSA programs and operations. OI also investigates allegations of employee misconduct in the performance of their official duties. This office serves as the OIG liaison to the Department of Justice on all matters relating to investigations of SSA programs and personnel, and reports to the Attorney General when OIG has reason to believe Federal criminal law has been violated. OI works with other investigative agencies and organizations on special projects and assignments. In support of its mission, OI carries out and maintains an internal quality assurance system. In addition, OI is responsible for the Allegation Management and Fugitive Enforcement Division that identifies individuals receiving Title XVI payments, Title II benefits and/or serving as Representative Payees who are also fleeing to avoid prosecution of a crime which is a felony, fleeing to avoid custody or confinement after conviction of a crime which is a felony; or violating a condition of probation of parole imposed under Federal or State law
    5. The Office of Audit (OA) (S8C) conducts and/or supervises comprehensive financial and performance audits of SSA's programs and operations and makes recommendations to ensure that program objectives and operational functions are achieved effectively and efficiently. Financial audits, required by the Chief Financial Officers' Act of 1990, assess whether SSA's financial statements fairly present the Agency's financial position, results of operations, and cash flow. Performance audits review the economy, efficiency, and effectiveness of SSA's programs and operations. OA also conducts short-term management and program evaluations focused on issues of concern to SSA, the Congress, and the general public. Evaluations often focus on identifying and recommending ways to prevent and minimize program and operational fraud, waste, and abuse, as well as inefficiency and ineffectiveness, rather than detecting problems after they occur.
    6. The Office of the Counsel to the Inspector General (OCIG) (S8H) contains a General Law Staff that provides independent authoritative legal advice, guidance and counsel to the IG and senior staff on legal issues; regulatory strategy; legislative proposals; and integration and interpretation of new and emerging authorities and Agency responsibilities under anticipated and current regulatory authorities. OCIG directs the Enforcement Staff that is responsible for the implementation of the Civil Monetary Penalty (CMP) program, including imposition of penalties and assessments and the settlement and litigation of CMP cases.
    7. The Office of Resource Management (ORM) (S8L) provides administrative and management support to the Inspector General, Deputy Inspector General and all OIG components. ORM’s Budget and Finance Division formulates and executes the OIG budget and confers with the Office of Budget, Finance and Management, the Office of Management and Budget and the Congress on budget matters.  ORM’s Logistics and Operations Division performs facility and logistical planning for OIG components.  ORM is responsible for property management and accountability. ORM’s Human Resources Division performs human resource support activities for OIG including recruitment, equal employment opportunity, personnel management, position management, disciplinary actions, personnel security and human resource policy.
    8. The Office of Information Technology (OIT) (S8P) provides and manages information technology for OIG. This includes the planning, design, development, testing, implementation and maintenance of hardware, software and telecommunications networks to support OIG’s mission. OIT is responsible for the security of sensitive electronic data relating to investigations, audits and legal proceedings. OIT develops and administers systems security plans for OIG.
    9. The Office of the Chief Strategy Officer (OCSO) (S8Q) manages external communications, outreach efforts, and strategic initiatives such as enterprise risk management and strategic planning. OCSO performs a pivotal role in building relationships with key Agency leadership and prompting the positive work of the OIG to members of Congress and other critical stakeholders. This team provides advisement, guidance, and support on key mission critical issues, initiatives, and OIG functions directly to the Inspector General. OCSO’s Communications Division (COMD) manages OIG’s external and public affairs programs and dissemination of news releases and public information from OIG to the various news gathering and news reporting services of the nation. Members of this team prepare OIG publications, speeches and presentations to internal and external organizations and coordinate the OIG presence at SSA and other Federal events, prepare publications and Congressional correspondence, and coordinate reporting requirements and interagency activities. In addition, this team responds to requests from Congress for information on pending and proposed legislation; develops legislative histories, researches, gathers and disseminates information on Congressional activities affecting OIG programs, and prepares Congressional testimony.
    10. The Office of Workforce Performance and Management (OWPD) (S8R) includes four distinct workloads, specifically performance management and awards, training and professional development, Diversity, Equity, Inclusion, and Accessibility (DEIA) activities, and employee engagement. OWPD administers and monitors OIG’s performance management program and establishes, administers, and monitors an employee awards program; identifies, creates, administers, and monitors a wide variety of training and professional development initiatives, programs, and activities for OIG staff; performs a variety of coordinative, consultative, liaison, and advisory services that are essential to the efficient and effective operation of OIG’s DEIA activities nationwide; and develops, administers, and monitors OIG’s new employee onboarding and orientation program, as well as offers services to current employees.

Subchapter S8B - Office of Investigations

The Deputy Assistant Inspector General for Investigations – Headquarters Operations, which includes the supervision of the Administration and Training Division, OI Executive Officer position, Investigative Support Division, Digital Forensics Division, and the Analysis and Allegation Management Division. Provides line program planning and control capability for national intelligence and investigative operations. Based on the use of advanced analytics, program evaluations and operating reports, develops standards and guidelines for re-delegation of responsibilities to Special Agents-in-Charge in the Headquarters Divisions. Represents the AIGI in developing and fostering optimum public relationships with all concerned in OIG investigative activity.
    3. The Deputy Assistant Inspector General for Investigations – Cooperative Disability Investigations Operations (S8B), which includes the supervision of Cooperative Disability Investigations (CDI) Units throughout the United States, provides line program planning and control capability for national intelligence and investigative operations. Based on the use of advanced analytics, program evaluations and operating reports, develops standards and guidelines for re-delegation of responsibilities to Special Agents-in-Charge in the Western Field Operations Area. Represents the AIGI in developing and fostering optimum public relationships with all concerned in national OIG investigative activity.
    4. The Deputy Assistant Inspector General for Investigations –Field Operations (S8B), which includes the supervision of the following field divisions: Dallas, Kansas City, San Francisco, Denver, Seattle, Atlanta, Boston, Chicago, New York, and Philadelphia. Provides line program planning and control capability for national intelligence and investigative operations. Based on the use of advanced analytics, program evaluations and operating reports, develops standards and guidelines for re-delegation of responsibilities to Special Agents-in-Charge in the Field Operations Area. Represents the AIGI in developing and fostering optimum public relationships with all concerned in national OIG investigative activity.
    5. The Immediate Office of the Assistant Inspector General for Investigations (S8B) provides the Assistant Inspector General with assistance in managing the Office of Investigations through the three Deputy Assistant Inspector General for Investigations and the Chief Investigative Counsel.
    6. Chief Investigative Counsel (S8B), which includes the supervision of the Major Case Unit Division, and the Office of Special Reviews and Professional Responsibility. Provides oversight on the handling of complex, multi-jurisdictional fraud cases. Works closely with the Investigative Counsel team of Attorneys who play a central role in the successes of the Major Case Unit Division and the Office of Special Reviews and Professional Responsibility represents the AIGI in developing and fostering optimum public relationships with all concerned in national OIG investigative activity.
    7. The Investigative Support Division (ISD) (S8BC) oversees the investigative operations conducted by divisions within OI. The Division coordinates day-to-day investigative and administrative information flow between OI headquarters and the field division offices. ISD responsibilities include:
      1. Providing liaison with other law enforcement agencies and the SSA components that require assistance or providing assistance to OI investigative field offices.
      2. Preparing reports and developing projects that respond to requests and requirements established by the Inspector General, SSA organizations or the Congress.
      3. Managing requests for forensic services and polygraphs.
      4. Providing oversight for investigations of Representative Payees.
      5. Conducting research and analysis of Title II and title XVI disability issues, focusing on the susceptibility of SSA policies and processes to disability fraud.
      6. Providing information management support and statistical reports.
      7. Writes and maintains all OI policy, such as the Special Agent Handbook.
      8. Providing information management support and statistical reports.
    8. The Boston New York Field Division (BNYFD) (S8BG) conducts criminal, civil and administrative investigations of fraud, waste, and abuse involving Social Security programs and operations within its designated geographic area. Investigative efforts by the division lead to criminal convictions, civil monetary penalties, and/or administrative sanctions.
    9. The Atlanta Field Division (AFD) (S8BK) is responsible for conducting criminal, civil and administrative investigations of fraud, waste, and abuse involving Social Security programs and operations within its designated geographic area. Investigative efforts by the division lead to criminal convictions, civil monetary penalties, and/or administrative sanctions.
    10. The Chicago Field Division (CFD) (S8BM) conducts criminal, civil and administrative investigations of fraud, waste, and abuse involving Social Security programs and operations within its designated geographic area. Investigative efforts by the division lead to criminal convictions, civil monetary penalties, and/or administrative sanctions.
    11. The San Francisco Field Division (SFFD) (S8BN) conducts conducting criminal, civil and administrative investigations of fraud, waste, and abuse involving Social Security programs and operations within its designated geographic area. Investigative efforts by the division lead to criminal convictions, civil monetary penalties, and/or administrative sanctions.
    12. The Dallas Kansas City Field Division (DKCFD) (S8BP) conducts criminal, civil and administrative investigations of fraud, waste, and abuse involving Social Security programs and operations within its designated geographic area. Investigative efforts by the division lead to criminal convictions, civil monetary penalties, and/or administrative sanctions.
    13. The Philadelphia Field Division (PFD) (S8BQ) conducts criminal, civil and administrative investigations of fraud, waste, and abuse involving Social Security programs and operations within its designated geographic area. Investigative efforts by the division lead to criminal convictions, civil monetary penalties, and/or administrative sanctions.
    14. The Denver Seattle Field Division (DSFD) (S8BS) conducts criminal, civil and administrative investigations of fraud, waste, and abuse involving Social Security programs and operations within its designated geographic area. Investigative efforts by the division lead to criminal convictions, civil monetary penalties, and/or administrative sanctions.
    15. The Administration and Training Division (ATD) (S8BW) coordinates budget, facilities, staffing plans, the national GSA vehicle program and the procurement and use of all OI-specific equipment. The Division manages and develops training programs for OI personnel, and coordinates continuity of operations and emergency operations. ATD also provides administrative support for the OI front office, and oversees OI controls and publications.
    16. The Digital Forensics and Analysis Division (DFD) (S8B1) provides computer forensic support to various OIG and SSA components and functions. DFAD plans, directs, and coordinates a comprehensive digital forensics program in accordance with the CIGIE Quality Standards for Digital Forensics and other industry standards. DFAD is responsible for providing forensically sound and legally sufficient investigative support on matters involving electronic evidence, electronic media, and computer forensic examinations, including acquisition, examination, analysis and reporting. DFAD establishes criteria to ensure its personnel maintain qualification standards and possess the technical competencies to perform forensic tasks.
    17. The Allegation Management and Fugitive Enforcement Division (AMFED) (S8B2) is responsible for identifying individuals receiving Title XVI payments, Title II benefits and/or serving as Representative Payees who are also fleeing to avoid prosecution of a crime which is a felony; fleeing to avoid custody or confinement after conviction of a crime which is a felony; or violating a condition of probation or parole imposed under Federal or State law. AMFED directs allegations of criminal and administrative violations of the Social Security laws by managing the SSA Fraud Hotline; conducting projects in response to IG requests; referring allegations to OI field divisions, other OIG or SSA offices, or other law enforcement agencies for further development or investigation depending on the nature of the allegation.
    18. The Major Case Unit Division (MCUD) is responsible for investigating major frauds against SSA programs and investigative endeavors requiring a coordinated national or multi-jurisdictional effort. MCUD leads and coordinates OI’s efforts to address the rise in SSA impersonation scams utilizing a strategic partnership between OI and the U.S. Immigrations and Customs Enforcement Homeland Security Investigations (HSI) to investigate these transnational frauds.
    19. The Allegation Management and Fugitive Enforcement Division (AMFED) (S8B5) is responsible for supporting e-Service and direct deposit fraud investigations, in addition to supporting multiple State Attorneys General to identify and tag companies passing high-volume imposter scam robocalls. AMFED also identifies individuals receiving Title XVI payments, Title II benefits and/or serving as Representative Payees who are also fleeing to avoid prosecution of a crime which is a felony; fleeing to avoid custody or confinement after conviction of a crime which is a felony; or violating a condition of probation or parole imposed under Federal or State law. The division directs allegations of criminal and administrative violations of the Social Security laws by managing the SSA Fraud Hotline; conducting projects in response to IG requests; referring allegations to OI field divisions, other OIG or SSA offices, or other law enforcement agencies for further development or investigation depending on the nature of the allegation.
    20. The Western Cooperative Disability Investigations Division (WCDID) (S8B6) is charged with the responsibility of planning, directing, and coordinating a comprehensive national investigative program in the western geographic area of the country. This program ensures the efficiency and economy in OIG’s program, which is designed to prevent and detect fraud, waste, and abuse in the total spectrum of agency activity. These activities include allegations of criminal activities perpetuated by providers of services, program participants, contractors, grantees, and private individuals as well as employees and others involving programs funded by the Agency.
    21. The Midwestern Cooperative Disability Investigations Division (MWCDID) (S8B7) is charged with the responsibility of planning, directing, and coordinating a comprehensive national investigative program in the midwestern geographic area of the country. This program ensures the efficiency and economy in OIG’s program, which is designed to prevent and detect fraud, waste, and abuse in the total spectrum of agency activity. These activities include allegations of criminal activities perpetuated by providers of services, program participants, contractors, grantees, and private individuals as well as employees and others involving programs funded by the Agency.
    22. The Eastern Cooperative Disability Investigations Division (ECDID) (S8B8) is charged with the responsibility of planning, directing, and coordinating a comprehensive national investigative program in the eastern geographic area of the country. This program ensures the efficiency and economy in OIG’s program, which is designed to prevent and detect fraud, waste, and abuse in the total spectrum of agency activity. These activities include allegations of criminal activities perpetuated by providers of services, program participants, contractors, grantees, and private individuals as well as employees and others involving programs funded by the Agency.

    4. The Immediate Office of the Assistant Inspector General for Audit (S8C) includes policy, planning, and reporting and provides the Assistant Inspector General with staff assistance on the full range of his/her responsibilities.
    5. The Program Audit Division 3 (S8CB) is responsible for:
      1. Performing evaluations of SSA program and administrative functions.
      2. Conducting short-duration, time sensitive projects that address requests from Congress, senior SSA management, the public and others.
      3. Responding to inquiries and providing support for initiatives that encourage cooperative investigation-audit efforts.
      4. Assisting other performance audit divisions in additional issue areas, such as performance monitoring.
    6. The IT Audit Division (S8CK) plans, conducts, oversees, and reports on audits/evaluations involving SSA’s information systems and technology. IT Audit Division also provides information systems support services for divisions throughout OA. This includes:
      1. Extracting and analyzing data from SSA’s systems.
      2. Providing technical advice and support on program audits/evaluations as they relate to SSA’s information technology.
      3. Supporting the various systems used within the Office of Audit and their users..
    7. Financial Audit Division (S8CL) plans, conducts, oversees, and reports on the results of audits of Agency financial statements. The division is responsible for:
      1. Financial management audits and reviews, as defined in the Chief Financial Officers’ Act of 1990, to include audits of accounting and financial reporting, financial systems, asset management, information resource management, budget execution, and internal controls.
      2. Monitoring SSA’s performance in accordance with the Government Performance and Results Act by performing an oversight role.
      3. Performing various performance audits, evaluations/inspections and other reviews of SSA’s Old-Age, Survivors, and Disability Insurance Program; and the Supplemental Security Income Program. Specific audit, evaluations/inspections, and reviews may focus on: Enumeration, Old-Age, Survivors, and Disability Insurance Initial Claims and Postentitlement Operations; Earnings Operations; Supplemental Security Income Initial Claims and Postentitlement Operations; Field Office Operations; Hearings and Appeals; Disability Determination Services and Representative Payees.
    8. Subchapter S8H - Office of the Counsel to the Inspector General

  1. Mission
    1. The Office of the Counsel to the Inspector General (OCIG) (S8H) provides independent authoritative legal advice, guidance and counsel to the IG and senior staff on legal issues; regulatory strategy; legislative proposals; and integration and interpretation of new and emerging authorities and Agency responsibilities under anticipated and current regulatory authorities. The OCIG provides advice to the OIG on the legal issues being deliberated concerning relevant regulatory and procedural information and reviews documents and other materials to ensure legal sufficiency and compliance with regulatory requirements. The OCIG is also responsible for the coordination and drafting of regulatory commentary on issues related to the OIG’s mission and functions. OCIG is responsible for the implementation of the Civil Monetary Penalty (CMP) program, including imposition of penalties and assessments and the settlement and litigation of CMP cases.

    2. The Deputy Counsel assists the Chief Counsel in carrying out his/her responsibilities regarding legal and regulatory strategies, legislative proposals, administrative decisions and judicial precedents in all matters relating to audits and investigations of Agency programs and the CMP program. Performs other duties as the Counsel to the Inspector General may prescribe.
    3. The Immediate Office of the Counsel to the Inspector General (S8H) provides staff assistance to the Counsel in support of the full range of his/her responsibilities.
    4. The General Law Staff (S8H-1) provides independent authoritative legal advice, guidance and counsel to the IG and senior staff on legal issues; regulatory strategy; legislative proposals; and integration and interpretation of new and emerging authorities and Agency responsibilities under anticipated and current regulatory authorities.

Subchapter S8L - Office of Resource Management

  1. Mission
    1. The Office of Resource Management (ORM) (S8L) provides administrative and management support to the Inspector General, Deputy Inspector General and all OIG components. ORM’s Budget and Finance Division formulates and executes the OIG budget and confers with the Office of Budget, Finance and Management, the Office of Management and Budget and the Congress on budget matters. ORM’s Logistics and Operations Division performs facility and logistical planning for OIG components. ORM is responsible for property management and accountability. ORM’s Human Resources Division performs human resource support activities for OIG including recruitment, equal employment opportunity, personnel management, position management, disciplinary actions, personnel security, and human resource policy

The Human Resources Division (HRD) (S8LA) is responsible for managing OIG’s human resources activities, such as employee recruitment and placement, position classification and management, and related services. The division works closely with SSA’s Office of Human Resources to carry out a number of human resources policies and procedures.
    5. The Budget and Finance Division (BFD) (S8LM) is responsible for formulating, presenting and executing the OIG budget; performing a wide range of analytical, technical, and advisory functions related to the budgetary process; and analyzing financial and economic issues and activities facing the organization including a review and analysis of proposed and/or enacted legislation and regulations
    6. The Logistics and Operations Division (LOD) (S8LN) is responsible for coordinating and integrating a national facilities management program including property and asset management. The division is responsible for performing facility and logistical planning of the OIG’s real estate footprint of offices located throughout the United States. The division is also responsible for property management for employee-issued telephones and GSA vehicles, and accountability for those processes.

Subchapter S8P - Office of Information Technology

  1. Mission
    1. The Office of Information Technology (OIT) is responsible for providing and managing information technology for OIG. This includes the planning, design, development, testing, implementation and maintenance of hardware, software and telecommunications networks to support OIG’s mission. OIT is responsible for the security of sensitive electronic data relating to investigations, audits and legal proceedings. OIT develops and administers systems security plans for OIG, manages technology and data analytics functions, and coordinates multiple cybersecurity oversight responsibilities for the OIG via a cybersecurity workgroup.

These responsibilities include development and enforcing network policies; designation system interfaces; monitoring and evaluating hardware and telecommunications lines; developing, monitoring and evaluating software applications and associated interfaces with network devices. The division is also responsible for the security of sensitive data relating to investigations, audits, and legal proceedings, which are kept on OIG computer systems, as well as the administration of systems security plans for the OIG.
    5. The Business Intelligence and Analytics Division (S8PB) is responsible for providing management information and insights through data analytics that support increased operational efficiency and effectiveness, strategic decision-making, and business process improvements. The division is also responsible for supporting the OIG’s continuing efforts to make decisions supported with data analytics by deepening OIG’s programming and database management skillsets. BIAD has three primary workloads: providing data support to OA, improving access to data and increasing OIG’s use of management information, and leveraging data assets to enhance OIG’s data analytics.

Subchapter S8Q - Office of the Chief Strategy Officer

  1. Mission
    1. The Office of the Chief Strategy Officer (OCSO) is responsible for providing the right strategic framework so that the OIG can achieve optimal performance in all areas of the organization. OCSO proactively considers strategies to handle impediments and issues of importance that impact the OOIG. OCSO educates the public concerning fraud schemes and practices in an effort to further deter and prevent fraud, waste, and abuse. The component also provides timely information to Congress and the public on the OIG’s audit work. OCSO develops and implements strategies for establishing and maintaining mutually beneficial relationships between OIG and its congressional oversight and appropriations committees and subcommittees. OCSO also coordinates regular briefing and updates on OIG’s investigative and audit work for the Social Security Subcommittee, Senate Committee on Finance, and the Senate Special Committee on Aging.

The Communications Division (COMD) (S8QA) manages OIG’s external and public affairs programs and matters pertaining to planning, directing and coordinating the dissemination of news releases and public information from OIG to the various news gathering and news reporting services of the nation. COMD develops OIG’s media and public information policies, directs OIG’s external and public affairs programs, and prepares OIG publications, speeches and presentations to internal and external organizations. COMD prepares Congressional correspondence and is responsible for preparing the Semi-Annual Report to Congress.

The Office of Workforce Performance and Development (OWPD) includes four distinct workloads, specifically performance management and awards, training and professional development, diversity, equity, inclusion, and accessibility (DEIA) activities, and employee engagement. OWPD is responsible for efforts related to OIG employee performance management, employee training and professional development, diversity, equity, inclusion, and accessibility (DEIA) initiatives, and related workforce engagement strategies.
